Where does it end? People who get cancer cost a lot for health care, so they should pay more. Lots of people get cancer who've never smoked. Most of the smart rich people don't use Swiss banks anymore, anyway. The small Caribbean nations such as the Cayman Islands have been de rigeur for private financial transactions for a long time. And they just tell the U.S. where to go if asked for information.
